The Inver Grove Heights City Council has postponed its decision on a proposed one-year moratorium on data center developments following legal threats from QLevr LLC, a developer planning a 54,000-square-foot facility at the former Travel Tags property on Carmen Avenue East.
QLevr LLC submitted its application on April 27, 2026, prior to the council’s initial 3-2 vote in May to implement the moratorium. The company argues that its application should be exempt from the moratorium due to its submission date. In response, the council voted to delay reconsidering the moratorium until June to assess potential legal implications.
Residents have expressed concerns about the proposed data center’s impact on local utilities, including noise, water usage, and sewer discharge. The council’s decision to pause aims to allow time for a comprehensive study of these potential effects and to consider necessary adjustments to zoning regulations.
Inver Grove Heights joins other Minnesota cities, such as Eagan, Carver, and Rosemount, in pausing data center developments to evaluate their environmental and infrastructural impacts.
